In all these cases we could be dealing with the same picture but the finished piece would look very different.
On one occasion I had a customer whose favourite colour was pink, so the framing had to be pink and pink, I don't think the picture would have made any difference, so pink it was. There can be good reason for this, I guess the picture was destined for a very pink room, if we had decided on a green or blue theme because it suited the picture it would have stood out and looked out of place. Rather than seeing a picture in isolation it is sometimes necessary to consider its influence in a wider setting, taking into account its position on a wider canvas, which might be a single wall or whole room.
It can be important to establish early on who the picture is for. It can be difficult enough choosing for yourself even harder for someone else it is therefore best to be fairly safe with the framing selections for gifts and awards. This will mean keeping to a more neutral framing style, avoiding any colour extremes unless you know the recipient very well.
